I had thought that DIAMETER was an attempt to address the shortcomings of RADIUS vis-a-vis mobile-IP. Furthermore, I was under the impression that the DIAMETER effort had concluded without producing an RFC, instead a new IETF WG, under "Operations and Management" NASREQ, had been spawned to investigate the requirements for the Network Access Servers, and "next generation" AAA.
