Try using Symantecs Personal Firewall, or - if you want a full package with
popup stopper and more u have to try Norton Internet Security.

Does anyone know of any "firewall" application that will run on a Win32 box?
Win2k, WinNT, XP, are fine but I am more preferring if it will work on Win9x/ME
systems as well.

Specifically, what I'm looking for is something that would work like
ipchains/iptables, and should be light-weight (would be around 1.44Mb , no
installers if possible), Open Source (if there are any), and non-commercial
product.

No pointers to ZoneAlarm, BlackICE, etc. please.
