I don't know how your IT department is organized or how it
operates, but I personally feel it's part of a sysadmin's job to install
security patches. I don't feel it's unreasonable to expect them to
install security/hotfixes either. However, this
requirement/expectation will differ between companies and it may
not work in your situation.
