A question about logon banners

Can someone point me to some good legal resources regarding login
banners. I know that by law we must present users notice about
monitoring and such, but which law? Which legal precedents mandate login
banners? I was under the impression that it was part of the DMCA but I
cannot find any information other than "by law" ... Any pointers would
help greatly, my attempt to STFW has come up with zilch. Thanks.
