I've seen the same thing.. And at most companies I've found, the HR
department doesn't actually verify them. It's really based on what
certification it is.
Any Cisco certification, Checkpoint Certification, and Redhat
certification, have a certification number on their certificate. Ask the
person for them, and you can ask the company if it's valid. I believe at
least with Cisco, you can also verify their name against it.
You could also ask to see the actual piece of paper, but It is probably a
better idea to just get the number from them, and query the company who
issued it. On my personal resume, I include the certification number next
to the certification listed.
