On NT, I like MS Proxy + CyberPatrol. It ends up running about $2,000
for the entire organization, and works like a charm.
If you're on a very tight budget, and not into spending money at all,
there's a good chance you aren't constrained to NT. Kudos! Squid will
do very primitive content control, and that can easily be enhanced with
one of several content control packages. I use, and really trust and
appreciate, squidGuard on a smaller network where children use the net.
That said, any proxy platform creates interesting headaches (some sites,
particularly JavaScript heavy ones, will often fail to load, for
instance). Staying on top of the content control configuration can be a
full+ time job. Depending upon the granularity of the content control
(squidGuard can do simple URL protection, IP protection, and even
keyword protection), you may have to very frequently update good lists
and bad lists.
One trick that worked well at a company at which I worked was open
cubicles. When everyone, including the women, in your department can
see exactly what you're viewing it often discourages the worst kinds of
content downloads. Coupled with an aggressive policy and a pleasant,
open, and trusting work atmosphere, subtle psychological methods are
often the most (cost) effective, particularly for smaller organizations.
