This is incorrect. I've setup vpns between dsl modems with dynamic
ips and they're doing fine, thank you very much.

  All you need is a script that will periodically check whether the
connection is up (I send a small ping to my ISP's gateway every
second) and if it is down, restart the connection and update
dyndns. On the VPN client side you have to add the same kind of
tests for the VPN link. The routers will route the different
subnets between them and you won't have to change the configuration
of the user machines.

  I can provide the unix shell script I use to keep my home dsl
connection up and update my dyndns account when it reconnects if
someone is interested. If you're going for unix routers, I would
highly recommend rp-pppoe (http://www.roaringpenguin.com/pppoe) for
the dsl connection and vtun for the VPN
(http://vtun.sourceforge.net)
