I didn't know about that virus. But you received an e-mail in Indonesian
Language (not in Japanese). I 'll try to translate it to you (but sorry,
English is my second language).

That domain, lab.kbri.or.jp is under Embassy of Republic of Indonesia in
Tokyo (Japan). I Think this documents should have confidential status.
Maybe it is a new virus related to Win32.Sircam.Worm? a new derivatived but
creative work? :-)
Because the body mail didn't have any clue as a virus. It just an
explanation about Kyoto Protocol.

The main objectives is to make Kyoto Protocol working/run efectively.
That's indicate that France will ratificate Kyoto Protocol next year with
or without US involvement. Dutch Ministry for Enviroment, Jan Pronk, as his
capacity as UNFCCC, at Thursday 5 July 2001 make a statement that one
option to safe Kyoto Protocol is by delaying GHG from 2008 to 2010. But
this idea have critics from environmentalist (K: Like GreenPeace??) because
by delaying is seems to be burring an agreement, said Kate Hampton from
Friends of the Earth.
