Agreed. Legislating responsibility is like making laws that because
everyone has the potential to be a rapist, we should lock everyone up.

Double ouch. First of all, getting everyone to agree would be next to
impossible. Secondly, it violates the "free-info, free-space, free-love,
free-hate" philosophy of the 'net as a whole. Part of the reason the 'net
is so great, plentiful, and full of information is because it is nasty,
hateful, and full of script kiddies. You can't have one without allowing
the other as well. All you can do is control your own space, and educate
those who don't control theirs.
