I'm assuming you want this "fake web server" to always return an "ahh ahh
ahh, you're not allowed on the net" type response.
I'd recommend any web server that can return custom 404 (not found) errors.
If you have an existing web serer, try a virtual domain. Simply remove all
pages from the server and configure your "shame on you page" as the 404
custom error page.. voila! Every request will return your custom 404..

Subject: fake webserver
I'm looking for a fake webserver, one that has a very small footprint and
will respond to every request with the same page which I specify. I'm
trying to relieve some of the pressure off our web proxy, which blocks
certain domains, by putting in a hosts file on each machine pointing to
preferably a fake webserver on the localhost. this would reduce the network
traffic. but if not, I can setup a fake webserver on a box. I really don't
have the time to make a fake webserver right now and was wondering if any of
you have or know of such a beast.
