BlackICE and UDP Port 4466

To the Group,
I am running a Gateway Server, which is also my Domain, Product server,
Web Server, etc. (Very small Network, so it does just fine)
As you can tell with the subject line, I have BlackICE as my Firewall
(or IDS, whatever you want to call it, but it blocks my unwanted
incoming traffic).
After using FPort, I realized BlackICE Service was listening on UDP Port
4466. With some poking around, I realized that I had enabled (or left
the default value on) the Update Notification. Well when I turned it
off, the port closed.
So my question is, where can I get a (free/shareware) tool to talk to
UDP Ports, I tried Telnet, but I believe that only talks to TCP Ports.
I want to know what happens if that port is open, and I send some
unwanted traffic that way.
I know the answer to the question is, just close the port, and set
yourself a reminder to make sure your rules are up-to-date, but
"curiosity killed the cat".
If anybody has any suggestion, it would be greatly appreciated.
