According to your ASCII drawing, I seems that you have physical access at
least to the dept switches. If these switches are managed from a central
office, then go for the uplink. The management vlan must be at least
available on this port. For getting data, choose the simplest way of tapping
the line - for instance using a simple hub if the connect is done via
copper.
