This works for me. The nmap -g can be used for scanning from the source
port and the following can be used to communicate.
nc -p 53 127.0.0.1 21
netcat -p <local port> <external ip> <external port>

just a quick search in google for "telnet source port", came up with
some results.. one being

havn't tried it, so i can't say for sure it'll work. But that has
potential.
