    I saw this too on a linux/router/FW using iptables TARPIT module.

    But that succed if you are scannig in a HALF way (SYN flag).
    If there is some kind of Honeypot then a daemon (in this case "service")
    it must to make a response to a full tcp connection. (i.e.: banner response
    commands interaction, etc.)
