I can confirm this. Windows 2000, all patches, with norton. It seems to
happen when I close outlook express, reasonably consistant. It started a few
months ago, I enabled all sorts of auditing, AV/etc/etc (paranoia set in).
Nothing. Outlook Express sinmply creates it sometimes upon exit. Not sure
why it did not happen before, I don't remember when it started happening
with respect to updates/patches, but for the first 6 months or so I've been
using this install it never happened. Just another windows quirk I've
learned to ignore. Deleting it cause no issues, Outlook Express
cheerfully recreates it.
