    The machine in question lives on a network whose only association with
    PayPal/eBay is the address space it uses. It has *no* ability to
    communicate with any production resources.

    The IRC service was intentionally enabled by the owner of the box, but
    was not authorized by PayPal/eBay. The service has been disabled.
