Hello,

The website mentionned in the mail is indeed a French governmental site.
http://www.journal-officiel.gouv.fr

The "Journal Officiel" is where all official governmental information is
published. This includes all laws, election results, nominations to
important governmental positions, etc.

Sounds to me like a frustrated governmental employee (or just French
citizen) would like to see that site defaced.
