We run CDE on many of our machines without inetd running at all.
ToolTalk is not necessary for CDE. To quote from a recent CERT
advisory (http://www.cert.org/advisories/CA-2002-26.html):
On a typical CDE system, it should be possible to disable
rpc.ttdbserverd by commenting out the relevant entries in
/etc/inetd.conf and if necessary, /etc/rpc, and then by restarting the
inetd process.
The only thing I've noticed that doesn't work if inetd is disabled
is the perfmeter, as others have mentioned it requires rpc.rstatd.
