And here I thought it was just something I screwed up! I'm having exactly the same problem, no clue as to why. My configuration is almost the same as yours, building OpenSSH 2.9.9p2:

./configure --prefix=/usr/local --with-pam \
--without-rsh --disable-suid-ssh \
--sysconfdir=/etc --with-tcp-wrappers \
--with-prngd-socket=/var/spool/prngd/pool
