Does anyone have data or tools for modifying the PASSFILT.DLL to ensure
passwords use all 4 character sets vice 3? New requirements at work
require this to be enforced.

You may find a commercial application such as Passfilt Pro or Password Bouncer to interesting products. As for editing passfilt.dll, Microsoft has a series of reference material and sample code is included in the Platform SDK. Some starting points:
