disable shell: command on Windows 2000

    Hi all,

    I'm locking down some public computers, but they can open Control Panel by
    typing "shell:ControlPanelFolder" on the IE address bar. It looks like you
    can open other folders with "shell:" command. Is there a way to disable the
    "shell:" command?
