    Sure do. If you remove the ability to shut the system down, you prevent
    shutdowns and restarts. However, you can still restart the system by
    killing lsass.exe. That requires local admin privs, though. But "kill
    lsass.exe" will cause the system to reboot (it will even bring a nice
    shutdown box up and count 10 secs or so).
