Just set a logon script which runs "regedit /s registrypatch.reg" (or
something similar) I use group policies on the network here, but some
things(such as forcing plain-text email in Outlook) cannot be set via a
policy. In those cases, I have a logon script which applies the registry
patch that is shared on the server.

The problem I have with .reg files is how do you deploy them? This works
very well for a small number of computers, but it does not scale well.
Group policy, while a little more complicated, scales very well.

You don't even need Group Policy (not that I'm not a huge proponent of GP
where it's applicable, mind you). You can create .reg files in about five
minutes to do all of the possible combinations. This was what I did to
address machines we had that weren't members of domains (dev boxes). It's
    really, really easy.
