GPMC can be used in a W2k/AD environment as well. Just load it onto your
XP/2000 workstation and you are ready to rock and roll..
Be sure to downlaod the latest GPMC with SP1 (Included XP/SP2 settings)

If you're using Windows Server 2003, try the Group Policy Management
tool. It's an free add-on tool from MS that replaces and augments the
Group Policy tool normally found in ADUC. It includes a Group Policy
Results Wizard that will scan a system and then tell you which GPOs have
    been applied.

We been using it to great effect.

Does anyone know of a tool, preferably freeware or shareware, to report
the effective Active Directory settings on a server?

    Thanks in advance,
    Brett
