Problem with patches after import the Windows 2003 bastion host security template

    I have a Windows 2003 Server Standard edition that
    does not seem to want to install patches after I
    loaded the Windows 2003 bastion host security template
    available from Microsoft at
    http://go.microsoft.com/fwlink/?LinkId=14845. I used
    version 1.3 which is the most recent revision. I have
    tried both Windows update and manually installing
    patches. In both cases it goes through the install
    process very slowly (1+ hour for a single patch) and
    then at the very end the install hangs without a
    completion screen. The patched do appear to install
    correctly if I check versions on replaced files.

    This is installed on a Compaq Proliant ML350. I only
    mention this because I have installed the same
    security template on a test server before implementing
    in production and I do not recall this behavior. The
    test server was actually standard PC hardware so that
    may be causing a difference in behavior. This server
    runs as my firewall. The firewall software is the
    only software loaded on top of the OS. I had the
    firewall software loaded on my test server so I really
    don't think it is the problem.

    I have done numerous searches on the web trying to
    find some explanation but I can't seem to find this
    problem documented anywhere. Has anyone seen this
    before?
