    We had this problem when the DCOM settings on a Windows 2000 or higher PC
    were changed. In our case we did the following to create/resolve the problem:

    1. Click Start, Run, then type dcomcnfg and press enter.
    2. Click the Default Properties tab.
    3a. To create the problem, change the Default Impersonation Level to
    "Anonymous".
    3b. To solve the problem, change the Default Impersonation Level "Identify".
    4. Click OK then reboot.

    Setting DCOM Impersonation to Anonymous also caused problems with Windows
    Installer in some scenarios.
