Not necessarily. It is a common misconception that long passwords can
not be remembered. Consider following password, which will probably take
some time to brute force, but is easily remembered:
thehillsarealivewiththesoundofmusicorsomethinglikethat
(Special chars not included in this example for readability)
It's easier to discuss this by using the word "pass phrase". :)

PS: People always look strange at me when I enter my PGP password. They
see me typing for quite a while and are astonished how I could remember
such a long password. Well, it's a *sentence* that I can easily
remember. :)
