    Well, I am a big advocate of Quests domain tools. I think they are a step
    ahead of NetIQ in most areas and they even have a free reporting tool called
    the Quest Domain Detective that will give you reports like inactive domain
    users etc. They have some other more robust tools for managing AD which you
    may want to look into as well.
