microsoft released Office 2000 SP3 last week...

    http://office.microsoft.com/downloads/2000/o2ksp3.aspx

includes the outlook 2000 sr-1 email security update as well as all other
updates to this point (as far as i can tell - i created an admin install
point, updated with sp3 and installed to a fresh install of w2k then visited
the office update site - nothing to do!)

i've updated 20 machines with this one, with no issues reported yet.

as long as you've applied the latest Office 2000 Service Pack (SP2
    http://office.microsoft.com/downloads/2000/SP2upd.aspx) you will be in
decent shape. Office 2000 SP2 includes the Outlook Email Security Update
    (OESU)

If you don't have Office 2000 SP2, but you do have Office SR-1a, you can
download the Outlook email security update separately. More info on
Security and Outlook and the OESU here:
    http://www.microsoft.com/office/outlook/evaluation/security.asp

    FAQ is here:
    http://office.microsoft.com/assistance/2000/Out2ksecFAQ.aspx

    the actual OESU is here:
    http://office.microsoft.com/Downloads/2000/Out2ksec.aspx

the KB article about the update is here:
    http://support.microsoft.com/default.aspx?scid=KB;EN-US;Q235309&id=KB;EN-US
    Q235309

the OESU is also included in Office 2002.

Outlook Express is an entirely different product, built by a different team
(nuff said). You should use Outlook, and not OE, if possible.
