You can also use group policy.

Try Administrative templates->Windows Components->Internet
Explorer->then enable "Security Zones: Do not allow users to change
policy"

This way you can easily lock down the entire domain at once.

you can use the intnet explorer admin toolkit ( called ieak ) from ms -
free
download, you can lock your user from doing a lot of things other that
the
security tab also - give it a try
