There is a perl script that you can use from the command line called
useradmin.pl. Can't remember exactly where to get it, but you should be
able to find it by searching. You can also write a .bat script for the
admins to run.

Subject: Password Change Utility
Anyone know of a password changing utility I might find for changing
passwords and unlocking accounts for helpdesk personnel that use Windows
NT 4.0 Workstation? I researched it and Active Directory Users &
Computers can be used for Windows 2000 users, but the other set of users
that need to change passwords cannot go to Windows 2000 just yet, so I
am looking for a small utility for them, if one exists. Please let me
know if you know of any solutions, shareware or not. Thanks.
