check around for some 3rd party software that allows windows to have several
different IP profiles. These changes may be made by power users I do
believe. Something like the software from www.netswitcher.com

I have sucessfully managed that by changing the network adaptor's requisite
registry permissions ACL to allow specific users or groups to make changes
there. Look at and around the ACL on
HKLM\System\CCS\Services\TCPIP\Parameters. For example I have allowed server
operators to change IP settings with Control Panel on Domain Controllers
without making them Domain Admins.

I work in a Telecommunications Division that supports more than 200
routers. These router people need to be able to change their network
settings so that they can get on the network and download IOS images,
Cisco TAC information, etc. My problem is that I want to be able to manage
their Win2k machine and give them the ability to change their IP
addresses. So far, the only solution I found is to give these users local
administrator access. From a technical aspect, is there anything else I
can do besides that? I have tried doing web searches and looked through
the resource kits but didnt find anything useful.

Any help would be greatly appreciated. Thank you.
