restricting MMC with GPO for SQL Enterprise Manager

I've locked out Domain Users/Power Users from using MMC except when snap-ins
are explicity defined. One of the snap-ips I'd like to give some users
access to is SQL Server Enterprise Manager, but I do not see it listed as an
available snap-in to give access to in the GPO. What do I do in this
situation?
