Windows NT/2000 can do this using the built-in user properties
settings for Dial-in/Remote Access Permissions...

Subject: Dialup access controls
Hi. I want to restrict a dial up connection to a user X on
a Machine Y, in order to avoid that another user can dial
up on Machine Y and user X cannot use his userid/password
to dial up from another machine.
Do you know any software/solution that can implement this
requirement.
Thanks
