You can prohibit the users using the Internet Connection Firewall via
the Group Policies.
Start MMC, add the Group Policies Snap-in, then navigate to
Computer Configuration/Administrative Templates/Network/Network
Connections. Now there is a 'Prohibit use of Internet Connection
Firewall...' setting.
