Need help with W2K/IIS 5 opening POP3 connections

Good Day to you all,
I am running in to a strange behavior of a Web server W2K/IIS 5( SP2 and
latest security patches, dual homed, hardened as much as possible to keep
application running, few services running, restriction on NULL SESSION,
etc..., URLScAn , NO IPSec yet).
The application needs to open POP3 connections to external POP mail servers,
outgoing traffic on the firewall configured correctly.
This machine answers fine to HTTP requests and queries DNS fine but
CAN'T establish POP3 connections steadily, it succeeds once and fails almost
100 times. When I telnet on port 110 an external mail server I have the same
behavior.
I can't do a reinstall.
Did any one of you see this kind of problem?
Any recommendations/suggestions?
I would be grateful if you can help out.
