Two things come to mind.

First, FAT or FAT32 partitions *do not* support any type of security.

Second, The partition is a lot small by using FAT. you would have to load ntfs drivers, and verify a username / password before allowing access to
that partition if it were NTFS, which means you have to store that code somewhere else....and create a bigger mess.
