Restricting bandwidth per IP address to a proxy server

Hi,

Does anyone know of a product to run on our Proxy server (Winroute
Pro) that will restrict bandwidth to and from individual IP addresses
on our LAN.

Basically we want to stop people hogging badwidth on our leased line,
so by restricting bandwidth to 5 to 6k a sec. might give a chance to
other users.

Any ideas?
