Password complexity question in Win2k/AD

I am working on setting up a Windows 2000 domain for a client which needs to
have password complexity requirements set in a specific manner. They have
other OS's and systems which they have standardized their password
complexity across all systems. Although not ideal (please no lectures) they
want to use a complexity that requires 2 of the 4 possible characters sets.
Which means that the Domain Policy or GPO policy setting that can be enabled
in AD doesn't work for them because when enabled it requires 3 of the 4
character sets.
 
So, does anyone know of a way to set this otherwise? (i.e. require only 2 of
4 character sets?). I have used password filter DLL's in NT domains before
and they were configurable. Does AD or, GPO's allow for this configuration?
If not, are there Windows 2000 compatible DLL's out there that are
configurable?
 
Any help or suggestions are greatly appreciated!
