My linux proxy server was interrupting the request since I have only
connected the SmoothWall box to the network behind a hub and have not yet
connected it as the main firewall in front of the router.

Other things I have tried from suggestions:
Yes 192.0.0.0 is my network with a subnet mask of 255.255.255.0
The IP 192.0.0.106 is the Green interface.
I have also tried
https://192.0.0.106:445
https://admin:pass@192.0.0.106:445
https://root:pass@192.0.0.106:445
http://admin:pass@192.0.0.106:81
http://root:pass@192.0.0.106:81
I have tried ports 443 and 80 also just in case but I get a 'Connection
Refused' Error.
Now that I have disabled the proxy settings in IE6.0, I can access the Web
Admin by using http://192.0.0.106:81 or https://192.0.0.106:445

I may have made an incorrect assumption here, but, have you tried to change
your proxy settings so that you aren't going through a proxy? I have seen
this cause problems in other things the use web administration.
Let me know if this works or not.

Has anyone ever played with or is actually using SmoothWall 0.9.9 Firewall?

I have read all four manuals available on the website including the FAQ
(which is quite detailed with about 20 pages on how to not ask a stupid
question). I setup a P166, 64MB Ram, 2GB Hd system with a "Green"
(terminology used by the SmoothWall team) network card and configured the
basic settings for the system. I am able to ping and tracert the box using
the IP I assigned to it:

the box itself is not giving me any errors but I cannot access the Web Admin
remotely from another computer on the network. The response I get from the
IE6.0 browser is:

Does it concern any permissions I could be missing? I have not applied the patches provided on the website, maybe I must do this first? But I am thinking the patches are not needed for basic functionality. Has anyone else come across this problem? I'm not sure what I'm doing wrong.
