That was fixed in SP1.
But if I now understand what he wants to do clustering is not an option
anyway. You can cluster DCs in an AD. To do what he wants to do, he needs
at least five servers. You need two root DCs for sure. You should really
have at least one other domain, because nothing should be done at the root
level. That takes two more servers. Then you need at least one more for
Exchange.
