Why not use the Policy Editor (poledit.exe, on the '98 CD in the
resource kit somewhere) to prevent them accessing the relevant parts of
the OS. If the users are on a network & not a dialup connection could
you put a transparent proxy on the network & configure a firewall to
route all HTTP/S traffic through it? (Never tried it myself, but it
should be possible...)
