Yes, there is. For Outlook, the key is:

[HKEY_CURRENT_USER\Software\Microsoft\Office\9.0\Outlook\Options\Gener
al]
"Security Zone"=dword:00000004

Setting the zone to 4 as above will cause Outlook to open emails in
the Restricted Sites zone.
Make sure you also set the Internet Zone itself correctly. The
settings below will turn every scripting off. This is a config of IE
5.0, but should also apply to 5.5.
