I would suggest you use a authentication
mechanism, Since the server only authenticates local clients i would recommend the local passwd
authentication scheme.

Also the thing to notice is you basically need
some type of access control, and access control requires three things authentication, authorization and accountablity, if you miss any there will be loop holes.
