Openswan is probably ok if you use the Linux kernel ipsec. The
freeS/wan kernel patch (klips) had some issues and didnt' work with
advanced routing and so on. I am using the racoon keying daemon with
the Linux kernel ipsec (backported from 2.6 to 2.4 by Debian kernel
maintainer) and it's fairly straight forward to set up.
