You might want to have a quick look at the latest (May) issue of Linux
Journal. It has a relatively pertinent article entitled:
Policy Routing for Fun and Profit
by David Mandelstam and Nenad Corbic
A bargain Net connection gets expensive over its traffic limit. Routing
mastery will keep bills in check and Net performance snappy.
It briefly discusses using iproute2 as well as traffic control which you
might be interested in.
