Basically, you have two levels of control in qmail.
Hosts/nets that can send mail to *any domain* are those
listed in tcp.smtp. (more precisely, in tcp.smtp.cdb)
On the other hand, you can tell qmail to relay for *any client*
if the domain is contained in /var/qmail/control/rcpthosts
