Or if you want to jail a person to a certain directory structure, you
can use rssh as a shell with ssh/scp/sftp.

With it, you can restrict sftp/scp/ssh access through a configuration
file for specific users, with a "blanket rule" for the entire userbase.
If I'm not mistaken, using a non-working shell on a user keeps ssh and
it's components such as scp/sftp from working correctly.
