        I have two basic recommendations:
    1. First, let me recommend investigating current solutions to these
    problems such as Webmin (for administration); no point reinventing the
    wheel.
    2. I would recommend that if possible, you use a Samba server for the
    filesharing, and let it worry about the security permissions. Is there some
    reason this wouldn't work?

        If they need root privs, you're doing it the wrong way. You may also
    want to look up sudo.

        I think Webmin is perl (and no, I don't use webmin; don't need a web
    admin if :) ).
