this is exactly what i am working on now, and here are the resources i got
so far:

it is not done specifically with ip, but with a module in the kernel (2.4
anyway) called CBQ packet scheduler, (it will be in the QoS section of
make menuconfig) and the howto above describes its operations in
detail. there is a script for it, to make life easier, which is called
CBQ.init, which you can grab on freshmeat. i am still working on this, so
if you want to cooperate on this project, my email is in the "from" line
